Does the system read a floppy diskette in DOS mode, i.e. if you place a bootable
Windows setup diskette in the A: drive, does it boot to the C: prompt? If so,
then the drive is good, and Windows is somehow messed up. If not, then the
drive, cable or motherboard I/O chip is bad.
If the drive is good, reset the system CMOS in the BIOS setup. If the
motherboard BIOS setup also allows you to reset the ESCD (aka NVRAM), do this
