A8N SLi Premium: Athlon X2 4600+ cpu speed changing

I know someone who has described his 4600+ changing in speed and
his vcore also changes.
Sometimes it will read 1000 Mhz at 1.100V
and other times 1800 Mhz at 1.200V.
It seems to be all over the place on both CPU-Z
and AMD Power Monitor.
CPU speed will decrease with increased load.

Does it sounds like something is throttling the cpu
or some kind of defect?

It is called Cool N' Quiet. The FID and VID are adjusted
according to system load. Run Prime95 or CPUBurn (100% CPU load),
and then try your utility.

Yes, it sounds as though Cool and Quiet is enabled and running.
However, at times the 4600+ should run at full speed, which is >1,800
MHz. Ask him or her to describe the maximum speed observed.
