Two things.
Generally, the reading in the BIOS, is hotter than in Windows, unless you
are running a 'stress test' type program. The BIOS runs with any CPU
'features' designed to reduce heating 'turned off', so can give
suprisingly high readings. However on CPU's without many of the more
modern power management features, this doesn't usually make too much
difference.
The second thing is that for processors where the sensor is external to
the CPU die, the BIOS is normally 'tweaked' to allow for the difference
between the external sensor temperature, and the core temperature in the
CPU. The tweak figure is normally around 15C. Your difference is a little
higher than normal for this, but might well represent this correction.
