Try the following.
1) Install processor, heatsink (with thermal paste) and CPU fan.
2) Make sure the CPU fan is plugged into the fan header.
3) Don't install RAM, video card, or hard drives. Just the
CPU and motherboard.
4) Connect the power supply.
5) Connect computer case speaker to PANEL header. That is
so you can listen for beep codes.
6) Connect a power switch to the PANEL header.
Is the green LED lit on the motherboard ?
When you push the power button, do the fans spin ?
If they do, you are getting +12V.
Make sure both the 2x2 ATX12V power cable is connected
to the motherboard. It should have two yellow wires and
two black wires. If the colors are something different,
please post the wire colors, as you could have used the
wrong plug.
Now, if everything was working properly, the CPU will run
some BIOS code, find there is no RAM installed, and you
should get a beep code stating no RAM is present. This
test tells you that the CPU was able to execute some
BIOS code.
If there are no beeps at all, then the CPU is not executing
BIOS code, or the code execution is getting stuck some where.
First thing to check, is use the CPUsupport web page, and
check that the BIOS version you have in the motherboard
(as written on the paper sticker on the flash chip), is a
recent enough version for the processor you are using.
If the BIOS is recent enough, then no beeps tells you
that the processor or motherboard is bad (because this
is the second PSU you've tried).
If you do get a beep code, the next step is to unplug
the power supply, and add some more hardware and continue
testing. The next hardware to add would be one stick of
RAM. With RAM present, the next beep code you hear would
be "no video card". Then add a video card and so on.
