Has Win2000 configured the PC as an ACPI or APM computer?

If it's been configured as APM, the likeliest reason is that you've disabled
ACPI in the BIOS. In this case you'll need to enable then install the ACPI
HAL before the OS will have full power control.

At least on my BF6, installing the ACPI HAL wasn't necessary.
I can get Win2K to power off by just going into Device Manager,
selecting View/Show hidden devices, scrolling down to 'NT
Apm/Legacy Interface Node' and enabling it. Disabling it results
in Win2K showing the "it is now ok to power off" screen on
shutdown.
