CD drive on HP laptop

My CD drive on my HP laptop (#4410) will not recognize a CD-RW disc when put
into the drive. It will play one but not write to one. I have already
uninstalled the hardward & re-booted the laptop so that the software was
re-installed. Also, how can I save a file to a CD-RW disc so that it is NOT
"read-only"? Obviously I have 2 HP computers. Thanks.
