I have a feeling I already know the answer to this question but want
to ask just in case.

I have a CD-Rom that according to device manager in windows 98 says is
working properly. I have noticed the light on the CD-Rom turning on
and off as it spins up and such. However, if I put in a CD and I try
to access it; it consistently says hard drive inaccessible. and the
size of the disk according to properties is 0 bytes. I assume the
drive is bad at the "reading laser" and should probably just replace
the drive. What do you'll think?

Yep.

It seems to me (not a scientific observation, by the way) that computer
CD-ROM drives aren't lasting either as long as they used to, or as long as
they should.

Before trash your CD-Rom try a Cd cleaner, The lense may have dust on it.
You get one at a dollar store or computer store, they cost from 1 -5 dollars
