chaintech 9VJL3 won't post - Please advise

Brand new Chaintech 9VJL3 MB from NewEgg: tried 2 different PS (250 &
300W), 3 different video cards (both PCI & AGP), 2 different sticks of ram
and 2 different CPU's (both 1.7 P4 Celeron). All components work in other
systems. System fans power up but no beeps and no video. Checked case
switches, jumpers etc. Tried MB in and out of case. Reset CMOS. Any
advice would be greatly appreciated. Ben
