That should be more than enough for a AMD XP2500+ you still can check
the power supply when it's not booting using a volt meter. Start at
the Motherboard supply connector and test the gray wire in the back
third wire from the right this is the power OK wire and must read
greater than or equal to 3V if it is less then this indicates one of
the power supply voltage rails are not working correctly. The other
wire's will test starting at the back right
12V,5VSB,PW-OK,GND,5V,GND,5V,GND,3.3V,3.3V :back row
5V,5V,-5V,GND,GND,GND,PS-ON,GND,-12V,3.3V :front row
You may also want to check and see if your cables/graphics card/memory
are all seated correctly.
