Consequences of Blown Power Supply

Two years ago I built a K7V Dragon Plus system with AX1600DMT3C CPU for
a very good friend. Couple months ago, his dad asked me to build him a
system similar to his kid's. Eventually I found a new with warranty
KT333 Dragon Platinum on eBay for about 60% of what I had paid for the
K7V. Before I bought a CPU or RAM for the KT333, kid brings me his dead
K7V. Smoked Superlink ATX-320 power supply. I changed to a higher
quality dual fan 400W PS, and that made the mobo LED light up, and the
fans run, but no beep from the speaker, or anything else to indicate the
CPU was doing anything. So, I put in dad's KT333. That does the same
thing. Did a bad CPU kill the PS? Did a bad PS kill the CPU or RAM? Will
currently available Athlon XPs work in the K7V if this one is dead? Do I
have to find some of that heat sink tape, or can I use good old
fashioned heat sink compound on these?
