CPU running 1 Ghz too slow!! HELP PLEASE!

Ok, this is probably some basic thing I'm missing and could use some
help from anyone out there because it has stumped me. I recently
purchased a 2.8 Ghz 800FSB P4 CPU with a brand new motherboard. I have
had it for about 3 weeks now on a computer that I built myself from
purchased parts. A couple days ago, I took the time (Im quite busy) to
install Easy Tune 4 (the software that was bundled with the
motherboard for clocking/temp). Upon completion, I suddenly realized
that it was telling me that my processor was running at 1.8 Ghz.
Shocked by this, I downloaded PC Wizard 2004 to verify if this was
correct. Sure enough, PC Wizard also clocked my CPU at 1.8 Ghz. I
called up my friend that works with computer hardware to come look at
my computer. He went into bios to check, but there seemed to be no way
to change the speed. (The options were grayed out and we couldn't
figure out how to get into them). I checked the motherboard manual and
still could not find anything that assisted me in this problem. My
current CPU specs (according to PC Wizard 2004) are:
General Information :
Real Frequency : 1875.7 MHz
Multiplier : 14x
Low/High Multiplier : 14x / 14x
Overclock Locked : Yes

Front Side Bus Information :
Front Side Bus Speed : 134 MHz
Bus Speed : 535.9 MHz (QDR)

Initial Frequencies :
Frequency : 2800 MHz
Front Side Bus Speed : 200 MHz

Processor Performance Information :
Throttle Mode AC : None
Throttle Mode DC : Adaptive
Current Configuration : None
Throttle : 1875 MHz

I suspect it may have something to do with the Overclock being locked.
If it does, can someone include how to unlock it? Thanks.

Hi JBFire,

Are you sure that your new motherboard is capable of 800 fsb? P4s come
in 800FSB and 533FSB flavors, and you need to get a corrospondingly
flavored motherboard. The specs and speed you are reporting indicate
that your board is only running at 533 fsb (133Mhz * 4), whether by
limitation or by another setting. Check you motherboard specs to make
sure. (800 fsb is 200Mhz * 4)

If you've only got a 533 fsb motherboard, then you might be able to
overclock it some (see my next point) but you should really think about
getting a new motherboard capable of 800fsb.

The "Overclock Locked" might or might not be the issue. P4s have locked
multipliers (the speed of the processor is fsb * multiplier, in your
case 133Mhz * 14 ~ 1.8Ghz), so if that's what "Overclock Locked" is
referring to, that's not a problem, it's standard. If it is referring
to the FSB being locked, then see my last point.

But, if you motherboard can handle 800Mhz, and your fsb is not locked
(it's either an option in the BIOS or a jumper setting on the
motherboard itself -- see your manual) then you just need to move it up
from 133Mhz to 200Mhz and your problems should be over.
