Why are no Inspirons or Dimension son the EPA Energy Star-rated list?

Because consumers are too stupid to pay a little more upfront for the
savings benefit. They shop purely on price.

If energy star costs Dell another $20 per machine, they'll lose the
price wars to competitors that don't do it.

That's why the Latitude Optiplex and Precision lines, targeted at
business, are energy star rated.

From what I have read, the quality and cost of the components is higher.
More efficient power supplies, etc.

Could be that Dell just realizes that consumers don't care.

Version 4.0 of the spec, which tightened some requirements, was
published on October 23, 2006 and went into effect on July 20, 2007.

Here is the 07/20/2007 Energy Star Qualified Products list:

FWIW, there are three Dell systems on that list... all Optiplex 745
configs.

It's not what it has, but what it does. The energy star rating means
that the device consumes some level of energy (the maximum allowed for
the rating on the class of device in question) OR LESS. How this is
accomplished is irrelevant.
