Copying Hal.dll directly from the Windows XP reinstallation CD would
not work.
It gives an error message 'File not found'.

Reason being "Windows XP" CD does not have the Hal.dll file. It would
have the Hal.dl_ in <CD Drive:\>\I386 folder.

In such situation use the Recovery Console command "Expand" to extract
the file.

expand x:\i386\hal.dl_ c:\windows\system32\hal.dll

This command expand Hal.dll from hal.dl_ present in the <CD
Drive:\>\I386 folder and copies it in the c:\windows\system32 folder.

Once this is done, restart the computer.
