Handwriting panel language selection often not working

I am using my tablet with two input languages (German & English) alternating
all the time. What frequently drives me nuts (and often makes me want to
smash my tablet against the next wall) is that for some unexplicable reason
the language selection (the right-most menu entry of the handwriting reco
panel) does not react when I need to change the writing language, ie. the
panel shows "EN(glish)", I select "GE(rman)" from the drop-down menu and
nothing happens. The input language displayed (and recognized) remains EN!
If I then try to write in German, the reco-rate is of course terrible and
the result unusable.

What causes this? It seems completely random! And often a few minutes later
everything is well-behaved again and I can change languages as desired. And
another 5 minutes later, when I need so change the language again, it
refuses. GRRR!$@&!#!

By sheer coincidence I just noticed, that this language change refusal seems
to depend on the application into which one writes!

E.g. if the handwriting panel is set to GE and I open Internet Explorer the
reco language automagically changes the EN and remains so (i.e. can not be
changed). Setting focus to another app. (eg. my text editor) allows me to
change the language again).

Very, very strange...
