Hi I know that topic is all over the place, but here is my situation.

All USB ports on a Dimension 9150 with XP Home just died. Naturally,
past warranty. I found a new Dimension 9100 motherboard and swapped
it. Lo and behold the USB ports worked fine in the BIOS and in a
Linux live disk, but as soon as Win XP gets halfway loaded, they all
deactivate - even in safe mode. Must be a different USB chipset.

Of course Dell didn't send an XP disk. Now not only can I not use a
standard XP disk to repair install because the license key doesn't
work, but I also can't restore from the repair partition which has the
bad USB drivers. Conundrum...

Can anyone help?

There are tons of Dell XP disks floating around out there. Perfectly
legal to use. If you have Home find a Home CD, if Pro, find a Pro CD.

I'll be you have a friend with one.

the dimension 9100 and dimension 9150 have the same chipset.
dosen't it strike you as odd that both the old and new motherboard have usb
port problems?
why do you think it was a board problem with the original motherboard and a
software problem with the replacement motherboard?
have a look at the 4 leds on the back of the system labled abcd. these
provide error codes. if a is off and cde are on then that suggests a usb
hardware problem.

It's not a hard ware fault as the user has said it works fine using a linux
disk so it has to be a windows problem, the other post suggesting get hold,
of Dell xp disk and do a rebuild or use the restore partition as they both
have the same chipset. If The O/P is in the UK I can sell you an XP disk

Why not just download the 9100/9150 chipset drivers from Dell.com? It looks
like all the device drivers are available at support.dell.com.

i also believe that this is a software problem, but my point was that he is
thinking it is a software issue now that he has installed the new
motherboard, but why didn't he think that before he installed the new board.
he did not say that the usb did or did not work with linux. he probably
should just put back the original board and do a system restore to an
earlier point in time when the usb did work.

Like others, I too wonder why you thought you had to change the MB?
Like another poster said, just restore to the point when it did work.
Don't look for the complex solutions but rather try to keep it simple.

ie: today I found out that I couldn't delete files from an external
drive. I spent an hour working on it and realized I had a fat32 drive
and noted most were using NTFS. Since I couldn't figure out my
solution right away, I figured it would be best meanwhile to convert
the drive to NTFS as many others did before me and continue on my
quest for a solution after. Suddenly after I did it, my problem went
away even tho I didn't know this was my solution all along. So the
idea is to try the simple stuff first and see if it works for you.
Even I have to follow my own advice .
