My trusted HP 4L laserjet is acting up. There are now ~3" lighter
streaks about ~1-4" from the left margin of a print. After taking out
the cartridge and shaking it a bit, the streaks will go away for a few
pages before showing up again. Is the cartridge near empty? How can I
tell? Is there another problem? Thanks.

I think the simple answer is yes / don't worry / probably not.

Having used a 4L for many years, the first sign of a cartridge giving up
is unevenness. If it goes away when you shake it, then it's almost a
certainty.

Still the good thing is that the cartridge contains a replaceable
roller, so changing the cartridge will solve the stripes.

Yep, it is almost empty. Office Max or Office Depot is a start to get a new
one. I have owned a 4L for years and it is the very best printer I have
owned (durability wise). I run clearly 500 pp month and it just keeps on
going.
