HP proliant power cycling protection

Hi all,
Have an HP PROLIANT ML 310, and would like to know how to disable what
to me appears to be some form of protection for power cycling.
If the server is hut down, either via OS or by its power button, the
server can not be switched on until at least five minutes pass. When the
power key is presses, all th lights come up but the server does not spin
its disks and boot.
In case of a brown out this can cause problems as if the power is not
down for a long enough time the server might not boot.

Any advice welcome. This should be some bios setting but I haven't been
able to find it.

I'm not terribly familiar with the ProLiant side of the house, but
could it possibly be some comprehensive POST (Power-On Self Test)
happening?

If you have power issues, perhaps a UPS would help. Then the brownouts
wouldn't bring the system down in the first place.

Shouldn't think so, firstly if its of for ten minutes then it comes up
fine, secondly I once left it there for over a day and it was still
sitting their happily blinking its LAN LED at me but not booting.

Power issues are mostly theoretical as the machine is located in a
pretty well provisioned server room with upss + generators.

That's not normal.

Is it a 310 G1, G2 or G3?

Try updating the BIOS and see if that helps
Make sure there's not a problem with a component overheating
