Sorry to ask the obvious but have you tried a different brand of plain paper?
Paper to ink match is critical and I have seen some cheap plain paper produce
poor results with inkjets (I suspect due to bleeding). If you haven't then try
a known good brand of paper like Boise or any that HP recommend. I doubt HP
have changed their ink formulation, there is no reason to do so that I know for
such a well proven cartridge. The other possibility is some form of colour
profiling issue, I am not sure what profiles this printer driver supports. for
plain paper.
