L7VTA 1.0 - restart hang, no video

I have the following setup on my server, with a peculiar problem:

L7VTA 1.0 (Latest 1.7b BIOS)
2 x 512mb PC2700 memory
AMD 2100+XP
40Gb hd
8mb PCI Graphics card (PCI not AGP!)

(RAID & USB have been disabled from BIOS, because they are not used).

When ever I restart windows, exit from bios settings or press reset switch,
the machine will hang on boot. There's couple of beeps coming out of the
board and then the boot doesn't continue. The screen is blank as if there is
no video, tough the cables and gfx card are perfectly installed/connected.

When I switch power off and back on, the boot continues normally. Video is
ok, no problems. The machine also beeps during "successfull" boot, but it
sounds different. The manual doesn't specify the beeps anywhere (ie. what
does 1 long, two shorts mean etc)

This is REALLY beginning to annoy me. I have written about this to ECS and
they asked me to flash to latest bios (which I did) and try switching
graphics card to different PCI slots. I've tried it in PCI 1 and 2 slots,
but the results where the same.

Any help would be greatly appreciated. It's a server so it doesn't need a
high end gfx card, so the PCI card should work just fine. The PCI card was
in my previous server and worked without any problems (different mobo).

More details on the beeps:

When I power-on the computer, it beeps:
one long, three short beeps

The video is ok, machine continues to boot.

When I restart/reset/exit bios, it beeps:
one long, two short beeps

No video, boot hangs.

I'm having the same problem with my l7vta 1.0. which I reinstalled
yesterday.
I've had the problem earlier with a different setup on the same mobo,
but somehow it disappeared.
If I find a solution I will post it here.
Could you be so kind to post your solution if you find one?

Excellent, it worked! I changed AGP aperture size from 128mb to 4mb and the
machine stopped complaining and restarts wont hang the machine.

I have to admit, I had no clue AGP aperture setting would have any effect on
PCI cards, but apparently it does. Thanks so much for posting the fix.

I have the same problem only with an AGP 8x card.

Sytem starts up, no video, sometimes I hit reset and the video
comes through, most times not. I also checked and reinstalled
everything on the system and it still does does the missing video
routine.
Did you ever find a reason that the machine wouldn't boot with the
video working or does anyone else have a suggestion?

VERY frustrating!!!

Remove and re-inser the video card and make sure it,"Clicks" into
place.also the newer cards draw more current so how good is your power
supply?
