low voltage in vsb and problem booting

Hello, I'm from Spain and have only found this way to let
someone know my troubleshooting with my KR7A-133 Abit motherboard.
When I run Winbond Hardware Doctor, it displays a warning message
showing that my Vsb voltage exceeds the limits. The low limit is at
4.51 V, and in this moment my Vsb voltage is 4.44 V. I think this
problem is related, or is the cause for the fact that when I start my
computer, it posts every other time. One time the screen stays black,
and the CPU is working, but the yellow led of the monitor doesn't go
green. Then I switch off my power supply and switch it on again, and
this time it boots well, but in windows when I run Winbond, it
displays the same warning message.
Another strange thing is that the Vsb voltage that shows the BIOS
seems to be perfect, 4.97 V.
What can I do? Update my BIOS? Buy a new supply power? Go up the
Voltage in the BIOS?
