Make mouse scroll pages?

My insipron uses a dell 'tilt' mouse and it's most annoying to have lost the
ability to scroll a webpage vertically using the 'click wheel then scroll'
function. Instead, it zooms the webpage when I click the wheel. Is this the
mouse that's causing this or vista?
Is there a way to make my mouse scroll webpages rather than the
'zoom/magnify' thing i's doing now?

Go into the mouse settings and adjust it.
