Motherboard Mess... I think

This is my first build. It's a basically a test build so that anything I do stupid on it I won't repeat on the real build.

First, I'll go ahead and list hardware parts.

Intel D815EEA2 Socket 370 VID SND Motherboard
128MB HYUNDAI PC133 CL3 168 pin DIMM Memory Module
INTEL CPU PIII 733/256/133, Socket 370
10.2 GIG QUANTUM FIREBALL AS ULTRA ATA/100 HARD DRIVE

PSU is a generic one that came with my Raidmax case. I intend to replace it for a real build obviously but figured it would work fine for this one.

So the problem is that my motherboard won'd post or beep or display anything on the monitor at all. When I turn the power on, all the fans (including the CPU fan) start spinning. So I don't think it is a PSU problem (unless this PSU is simply not compatible with these older parts).

When I first installed this mobo, I didn't know what the standoffs were for and didn't use them. So I thought I might have killed the mobo for good. But after I put the standoffs in, a green light would appear when I turned the mobo off. I took the mobo out of the case and put it on some cardboard for grounding issues, but still the same problem. Basically everything SEEMS to run fine except that nothing actually happens...

My suspicion is that I killed the motherboard. Hope you guys can help. I know they are old parts!
