1) Rule out a dead power supply -- try with a known-good power
supply, or get one of those ATX power supply testers.
2) Ensure that the power switch isn't the promlem -- check
that it's correctly connected (those darn newfangled ATX
system boards control the power, unlike the Old Days when we
had a Big Red Switch <grin>). Try jumpering across the power
control pins with a small screwdriver to see if it's the switch.
3) Are you sure that the CPU is okay? Try a known-good CPU
in the board. Do the numlock, capslock and scroll lock lights on
your keyboard do anything? The rest of the board *may* be
functional without the keyboard controller but I've found that if
the keyboard lights are dark then the board is usually gone, too.
4) Make sure you have a speaker plugged in. Sometimes an
unresponsive system board is trying to tell you something with
beep codes.
5) Try removing all the RAM to see if you get beep codes.
Sometimes I've had out-of-spec[0], mismatched[1] or fried RAM
wedge the system board and without any RAM it was able to run
long enough to complain.
6) Do any components on the system board get hot to the touch?
I've had boards fail in some mysterous way that caused some
components to get really hot.
7) Do you get *anything* on the CRT? Blinking cursor? Does it get
slightly lighter? ("No, it always weighs the same <grin>")
[0] Misinterpreted manual, for the most part.
[1] Illegible, incomplete or missing markings on the sticks.
