New computer power problem

I was building a computer for a friend, and we ran into some problems:

Hardware:

Case: Raidmax "Scorpio 868"
PS: Raidmax 420W

Proc: P4 2.8GHz, 800MHz FSB
Mobo: P4P800-E
Optical drives: 1 DVD+-/RW, 1 48x CD-RW (don't rem. types)
Hard drive: 1x 80GB Western Digital 7200rpm S-ATA
Video: Radeon 9800XT

1. First it seems as if everything connected to the motherboard is
powered up: the cpu fan, case fans, and video card fan all power up;
the power LED and HDD LED both light up. But, neither of the optical
drives nor the floppy drive LEDs light up at all (not even blink).
Everything is plugged in properly and securely, but there is nothing
on the monitor, no beep to show that the BIOS has loaded successfully
(or unsuccessfully), and so of course, no POST.

2. Then, I hit the reboot button to check those LEDs to see if they
blinked, and after a couple of seconds, the computer shut off. For
good. I haven't tried it out any more, but I'm convinced that it is
the power supply's doings or the CPU, but I can't find anything wrong
with the CPU. It does not appear burnt (nor smell burnt), and the HSF
(P4 stock) is tightly secured.

Can anybody help me pinpoint the problem?

Disconnect everything from the motherboard except the CPU and power supply plug. You should get a beep code for no memory (assuming there is a beeper on the motherboard). If there is no beep use a voltmeter to check the power supply voltages. If you do get the beeps for no memory install memory; you should get beep code for no video. Install the components one at a time in order, video card, floppy drive, hard drives, optical drives.
