p4 wont boot.

Hi I got a new MSI MainBoard that says it supports 400, 533 amd 800fsb
speeds.The manual says that if you have a 400fsb cpu use ddr 266 ram.
I have read the manual throughly, but this is really confusing to me.
I have inserted my older pentium 4 processor at 1.6ghz w/ 400fsb. I
installed it properly and i know it works, i tested it on an older
motherboard. But when i turn on the computer, the motherboard has a
diagnostic 4 leds at the back of the computer, and show all four red,
meaning from hte manual that the cpu is damgaed or not install ed
correctly. by the way, the motherboard is the msi neo series board. Is
the mobo damaged or is it something else? thanks for all replys...
