P4RC350 Locking up when powering off Win XP Pro

The problem i am having is when i go to turn off or restart my
computer. It gets to the blue screen stating "Saving your
settings..." and then stops. The fans cut off, lights on the case go
off, but the screen stays. I am running a P4 3.2 GHz Prescott and have
already checked the temp, it’s onlyt running around 44C, so it’s not
that. I instaled a fresh copy of XP Pro w/ SP2 and have also flashed
the BIOS with the latest version. Can anyone offer any help to what
may cause this? It does not do it everytime either, it seems
selective. Thanks.
