P6STMT question

I have an older computer that I am trying to refurbish using an ECS P6STMT
motherboard bought off ebay. I am using a 733 Pentium III that runs at 133.
Briefly, I get power to the mobo but no post. Does anyone familiar with
this board know if you have to change a jumper setting to run at 133 instead
of 100. I see no evidence of that on the board. It could be, of course,
that the ebay seller just unloaded a turkey, but I wanted to check to see if
I'm missing something. I appreciate any attempt to help. JG
