Ah thanks. I also just tried 10.7.3 on a coworker's Mac Mini and it was
the same, and at least Safari asked me to whitelist the secured web site
or not.

Strange. I did have "Allow unrestricted access to websites"
(unrestricted). I also noticed sometimes secured web sites get blocked
and sometimes not. It was weird. I am pretty sure "Try to limit access
to adult websites automatically" is off. I will have to check
again.
