The Recognizer Pack is normally exactly that. See

When you're accessing the server, are you logged on as a different user with
different credentials? I would make sure you have the latest Wacom driver
(4.94-3a, as I recall) also installed in that instance.
Are you using additional languages on the unit? If not, there would be no
need to have the Recognizer Pack installed.
