PhoenixBios, D686 Bios issue please help

The computer turns the fans on till the point it tries to boot up it turns itself off. I've tested the ram n all cards and still does the same thing. The motherboard I am using is an ABIT AN8 ULTRA, on the boards testing number's it normally says 9.9. but now they say 8.3. when its turned on.

Can someone tell me what the number 8.3. means please, I've looked and cannot find the number list for this BIOS. The BIOS is PhoenixBios, D686 Bios.
