power company failure and powering up

Would someone please explain to me why it is necessary to disconnect
the computer, turn the back switch off, reconnect the computer, turn
the back switch on, then hit the front switch, in order to get a
computer up and running after an electrical company power failure.
Our power was out for about five minutes last night and I had to do
all of the above to get my computer powered up again.

Hi,

Check in your BIOS setup and you should have an option labeled
something like "State after power failure". Set this to "Last known
state". This will ensure that your computer starts back after a power
failure. This is part of the ATX power scheme.

Hi
Just want to say thank you for taking the time to answer my question.
I appreciate the help. I really don't want to set my computer to
restart after a power failure, because sometimes our power will flick
on and off a number of times before working properly. I just wanted
to understand what makes the computer act like it does after the power
goes off, and you have given me that knowledge. Thank you
