Hi I am new at this.

I installed a new mother board into the case. I have not however installed
the ram, cpu or video card. All other known connections are connected.

I first wanted to test my connections to the mother board to make sure I
didn't screw something up.

My question is, should the powersupply fan run when the power is turned on?
At this point it does not. There is a green light on the motherboard that
comes on, so I am sure their is a least minimal power to it.

The power supply is a Power Up powersupply into a Intel D945GCRL main board.

You need to fit the CPU and cooler, then it will power up and beep a 'no
memory' error, usually continuous series of beeps. You need to check wattage
of PSU against video card requirements.
