problem in graphics rendering when using Camera

recently i have purchased a compaq presario s6040il with following
configuration
it is a 2400 amd athalkon processor,128 mb ram , with s3 Unigraphics
16 mb onboard vga, Recently i have purchased a Svg Digital Camera and
When i Pluged it for viewing video the speed of movement is very slow
..I have Cheked the Device Manager it all ok .I thought Might be a
Problem of the Directx . so i have installed 9 version . Still the
Problem Exsist ,Same Problem When i Play Video The Image Quality is
Very Jerky.

So Please Help Me Out.

The video card is too under-powered to play digital video from your camera.
You need a new video card.

Are all video sources displayed on your computer slow and jerky, or
just video playing directly from your camera via its cable?

If it is just your camera that exhibits slow playback, then the
problem might be with a slow transfer rate (maybe USB 1.0) or
inadequate buffering from your camera to your computer.

A possible work-around:
First copy the video from your camera to your computer's hard drive,
and then play the video directly from your computer.
