to get the full 'volume control' window with the master volume and four
mixer sliders you have to double click on the volume 'speaker' icon in the
tray. it is possible that you (someone) has pushed the 'volume control'
window almost completely off the edge of the screen and you need to move it
back to a viewable part of the screen. when you double click on the volume
'speaker' icon that is in the tray to you see a task called 'volume control'
appear in the taskbar? that would indicate that it is running but just not
visible to you. it may be behind/under the task bar (move the task bar to
the side or top of the screen to be sure...

A single click on the icon should open the single, volume control
slider. If you double-click, it should open the expanded screen
with multiple volume and balance control sliders for several
items.

Which part isn't working?

This is self-contraditory. Either the leetle speaker icon is
there or not. And, actually, the leetle speaker icon - at least
in my installation, shows up in the system tray, not the task bar
or quick launch bar.

>if i click minimize and restore it still dont show. this is the first time this had ever happened

Go in through your control panel, and check your settings for the
various audio items. [Dunno whether you use the "XP-style"
control panel or the classic view, so I'll leave it up to you to
find those settings items.] The default XP installation puts the
leetle speaker icon in the system tray, where you can access
either the single system volume control by single-clicking on it,
or the full set of volume controls by double-clicking on it.
Somehow, you must have changed that default installation, so I
cannot offer any further help. I've always stuck with that
default.

if after double clicking the speaker icon in the 'tray' the volume control
appears in the taskbar, then point to the volume control in the taskbar,
right click, point to move and click (regular right click, just once), and
then use the arrow keys to move the window into the viewable area of your
screen. it is probably peeking out one edges of the screen... look closely
or just move the arrow keys until you see it...
