I have seen this message several times, usually just after Bios has posted. Ends with Keyboard has been locked, turn power off and on...
Problem ended up being bad capacitors on the motherboard. If you do a visual inspection, the capacitors should not look bloated or swollen. If so, you've found your problem. If you do your research, replacements are fairly cheap and if you know basic soldering, you can replace them yourself (make sure you get the polarity right!). If you don't feel comfortable soldering, or not sure what you are doing, find an electronics shop and have them replace the capacitors for you.
