If the graphics or text adjustment settings detail on the monitor is
ok (on screen graphics) then it's more than likely
not the monitor but if the graphic or
text settings details are the same... all lines then I would suspect
the monitor, ie sync or line drive fault.
The reason I say this is because the graphic details are generated
within the monitor... ie brightness up down, contrast up down etc etc.

Trying the monitor elsewhere or trying another monitor should really
be the first thing to do..
