VIA USB 2.0 works fine with Win98, even when the instructions say you need
98SE.
Do you have the VIA USB filter (not just the driver) installed

I don't know if it's needed with a plug-in card, but it doesn't do any harm.
I would completely uninstall the USB driver software, reboot without the
card,
and reinstall the driver software. Then reboot again after reinstalling the
card.
Some boxes say one thing but contain something else. So did you really
get a VIA chipset (VT6202 or VT6212), which is oblong, as opposed another
brand, which would be square?
