I am having the same issue. Not on every bootup but every once in a while.
Usually taking the cover off and wiggling the wire from the heatsink fan to
the mobo will fix it. Sounds like a short to me. Other fans in my pc turn on
it's just the one going to my heatsink that doesn't start up.
