Yes. If there's a problem during POST, you'll see it. As a test, try booting
the system without a keyboard plugged in (assuming you haven't turned
this error off in the BIOS).

ICH = I/O controller hub, a/k/a Southbridge

These are the two large integrated chips on the motherboard;
one of them has a large passive heatsink attached.
The one with the heatsink tends to get very hot, 175 deg F or
more, hotter than the CPU, but it's still well within design
specs, so don't worry about it. Just make sure your case
has fans other than the one in the power supply.
