OK On the Earthlink side your stuck with dealing with them.
On AT&T though they will toss you around like a cheap ball unless you
plan out what you want to say and do before you call them.
Keep in mind that the ONLY thing a phone company is legally obligated to
is to provide "reasonable voice communications" Unless you have your net
service through them they won't care. BUT what you can do to work around
this is to call them and complain about a lot of noise on the line and
crosstalk from other phone users.
I have an ongoing problem with a line that has a problem with water
infiltration. When it rains it actually makes the signal better. BUT the
actual throughput goes down. The catch is that it doesn't have any noise
and it checks good on the meter. However you can also hear crosstalk
from another phone every couple of days as well.
