I had a similar problem about a month ago with an old A7M-266D in one
of my backup systems. The system wouldn't boot up AND I smelled
smoke.
Turns out that two caps had leaked, one even had some orange "mush" on
the top and the other had a bulging top.
After I took the board out, I noticed that some of the "choke coils"
near the RAM banks were blackened and there was also some black
coating on a nearby cap. I had a spare board, so I moved the CPUs and
RAM to the spare board. The CPUs were OK, but all the RAM was dead.
Maybe my experience will give you some ideas about to look for with
your P4C800-E board.

PS: Despite general downward trend with Usenet, this group is still a
