The solution is to run a bigger fan at a slower speed. A Zalman
CNPS9500 with its attached speed control (or by using fan speed
reduction on the motherboard, if it has this feature) will be ~18dB.

If you're limited to an 80mm fan, I've never seen one adequately cool
a Northwood (they run HOT) without at least some fan noise. Many
great heatsink/fan combos exist for Socket 478, but all the quiet ones
I know of (Scythe, Typhoon, Zalman etc) are either big of very big
and use 92 or 120mm fans running at low speeds.
