Those temps are absolutely typical for an idle 3.2Ghz P4 and
P4 system board. Ideally your load temps should be 140F or
less, although a little higher won't hurt the chip. If your load
temps are exceeding 150F you need more cooling.

As for the "missing" chassis fan, first make sure the fan cable
has three wires and not two, then check your system board
manual and make sure that particular fan port is monitored.
Many chassis fan ports are not monitored, even though they're
3-pin ports.
