We've got a couple nice old CPx Dell Latitudes but one has broken pins in
the one and only USB port. Does it require a swap of the motherboard?

Yes and No.

It is easier to replace the whole motherboard but the USB Connector on the
motherboard could be replaced. I have changed a couple of them in the CPx
motherboards with the same issue. The fun part is to remove the USB connector
from a dead motherboard and replace the broken one. If you could find someone
that could do good soldering work, it won't be difficult.

Technically no, but practically yes. A good elecronic technician (not
necessarily a computer technician, but certainly one how knows how to
make PCB repairs involving soldering) could replace the connector if he
could get an exact replacement part (connector). Unfortunately, that
may be extremely difficult.

"Exact" repair might be difficult, if not impossible; but, you could try
stripping down a USB cable and brute force soldering the wires into the
mainboard USB. It won't be pretty, but it will work.
