RS400-A Support S3 STR State?

Does the RS400-A Support S3 Suspend to RAM state? The manual shows the
ACPI Suspend Type setting in the Power Management Setup page of the BIOS.
And yet the actual BIOS doesn't have such a setting. All it has is a C2
enable/disable with the default being disabled. Setting it enabled didn't
change anything. When I put the machine to sleep I can hear the power
supply fan spinning, so it's really in an S1 state. I tried flashing the
BIOS back to 1.0 (it was already flashed to the latest and last BIOS 1.1).
Going back to 1.0 didn't show an ACPI setting, that was a dead-end.

Is there a setting in Windows XP that determines whether the motherboard
will go into an S3 state when the computer is placed in standby?
