'Powered by ATI' refers to a card made by a company using the ATI chipset.
It may be supplied with ATI-sanctioned drivers, the base ATI reference
drivers, or a driver set that someone threw together in their garage one
night.
In some cases the third-party card does not implement the complete feature
set of the selected chip, or implements features poorly.
'Made by ATI' indicates that the card was manufactured by ATI and has ATI
support.
I've always liked the ATI chipsets and have learned to purchase only cards
manufactured by ATI. Third-party cards have been quite unpredictable in
their performance.
