Scroll Mouse functionality in Windows XP

In previous incarnations of Windows a person working in a split-view
window (Windows Explorer for instance) only needed to move the cursor
from one side of the split view to the other side to switch which side
the scrolling was active. In Windows XP this functionality has been
lost - you have to click on whichever side you want to scroll on if
that is not currently the last side that you scrolled on. Can anyone
explain why this is and how I can fix it? Thanks.
