Second Chance Hard drive restore Help please

I initiated a second chance hard drive restore to my pc and it was
unable to complete and now seems stuck in a loop every time i boot up
and unable to get through the first few seconds. not want to loose my
data as its not backed up anyone any ideas how to get back in or give
it the kick start to get it to complete.

You should also post the model and company of your HDD.. then some
