Speed of CPU Changes

I built a PC with an AMD with an AMD Althon XP 3200+ processor. Sometimes it
boots up at the default slow speed of an 1100 processor. If you reboot it
comes back as a 3200+ processor. Any clues as to what might cause this
issue?
