how does the laptop know the difference between a keyboard and a mouse plugged in the ps/2 port?

I have a custom keypad desinged to work just like a regular keyboard
but with fewer keys that works fine when I plug it into my desktop
ps/2 port meaning that the characters are displayed, the tab key
cycles between the windows, etc. When I try it in the ps/2 port of the
laptop nothing happens. It uses the same keymap as a regular PC/AT
keyboard. Anyone know what the difference might be?

Plug n' play in the BIOS tells it. Turn that feature on in the
notebook BIOS. If that feature is not there you will have to load the
drivers manually and tell it where they are and what the device is.
